<p>The Sun is running a despicable campaign against Gordon Brown. But I&#8217;ve analysed the comments on its website &#8211; and readers disagree with its stance by a ratio of more than 3 to 2 (on top of which, there are now <a href="http://www.malcolmcoles.co.uk/blog/gordon-brown-letter/" onclick="urchinTracker('/outgoing/www.malcolmcoles.co.uk/blog/gordon-brown-letter/?referer=');">accusations that the Sun is censoring pro-Brown comments</a>).</p>
<p>The paper has exploited the grief of Jacqui Janes over her son Jamie&#8217;s death in Afghanistan to attack the PM &#8211; because his handwritten letter of condolence was supposedly disrespectful due to sloppy writing and (disputed) spelling errors.</p>
<p>It&#8217;s loathsome journalism that ignores the effect of his disability (the PM is blind in one eye).</p>
<p><strong>And it seems Sun readers are mostly on the Prime Minister&#8217;s side.</strong></p>
<p>Of the <a rel="nofollow" href="http://www.thesun.co.uk/sol/homepage/news/campaigns/our_boys/2722174/Jacqui-Janes-Mr-Brown-listen-to-me-My-son-could-have-survived-but-he-bled-to-death.html?allComments=true" onclick="urchinTracker('/outgoing/www.thesun.co.uk/sol/homepage/news/campaigns/our_boys/2722174/Jacqui-Janes-Mr-Brown-listen-to-me-My-son-could-have-survived-but-he-bled-to-death.html?allComments=true&amp;referer=');">100+ comments</a> on <a rel="nofollow" href="http://www.thesun.co.uk/sol/homepage/news/campaigns/our_boys/2722174/Jacqui-Janes-Mr-Brown-listen-to-me-My-son-could-have-survived-but-he-bled-to-death.html" onclick="urchinTracker('/outgoing/www.thesun.co.uk/sol/homepage/news/campaigns/our_boys/2722174/Jacqui-Janes-Mr-Brown-listen-to-me-My-son-could-have-survived-but-he-bled-to-death.html?referer=');">the story</a> (don&#8217;t worry, I&#8217;ve <a href="http://www.malcolmcoles.co.uk/blog/link-to-something-you-detest/" onclick="urchinTracker('/outgoing/www.malcolmcoles.co.uk/blog/link-to-something-you-detest/?referer=');">nofollowed those links</a>) when I checked, 111 expressed a view for or against Jacqui Janes or Gordon Brown (the rest commented on other issues or corrected people&#8217;s spelling errors). Of these:</p>
<ul>
<li>42 were anti Gordon or pro the Sun&#8217;s stance.</li>
<li>69 were pro Gordon or anti the Sun&#8217;s stance.</li>
</ul>
<p><strong>So that&#8217;s more than 60% who don&#8217;t agree with the Sun, and less than 40% who do.</strong></p>

<h3>Conclusion</h3>
<p>The Sun is channeling this woman&#8217;s grief into a personal attack on the Prime Minister.</p>
<p>It&#8217;s refusing to make allowances for his disability (maybe we could next attack the war wounded for being workshy benefit scroungers?).</p>
<p>And it&#8217;s facilitating her breaking data protection laws by releasing a recording of a private phone call.</p>
<p>The whole thing is sickening &#8211; let&#8217;s hope that observing its readers&#8217; reactions will lead to an end to this (<a href="http://www.malcolmcoles.co.uk/blog/jan-moir-rejected/" onclick="urchinTracker('/outgoing/www.malcolmcoles.co.uk/blog/jan-moir-rejected/?referer=');">not that this happened in the Jan Moir case</a>) &#8211; and preferably prosecution of the Sun over the data protection offence. What&#8217;s more, <a href="http://www.malcolmcoles.co.uk/blog/daily-mail-readers-pro-brown/" onclick="urchinTracker('/outgoing/www.malcolmcoles.co.uk/blog/daily-mail-readers-pro-brown/?referer=');">Daily Mail readers are pro Brown, too</a>. The Sun has got this badly wrong.</p>

<p>Following <a href="http://www.computerworlduk.com/community/blogs/index.cfm?entryid=2272&amp;blogid=14" onclick="urchinTracker('/outgoing/www.computerworlduk.com/community/blogs/index.cfm?entryid=2272_amp_blogid=14&amp;referer=');">the tone set so succinctly by Glyn Moody</a>, I thought I would add my own thoughts on what Sir Tim should say to the government <a href="http://paulcanning.blogspot.com/2009/06/gongs-sir-tbl-and-speeding-up-freeing.html" onclick="urchinTracker('/outgoing/paulcanning.blogspot.com/2009/06/gongs-sir-tbl-and-speeding-up-freeing.html?referer=');">when he bends their ear on transparency</a>.</p>
<p>Firstly, I would second everything that Glyn says.</p>
<p>But I&#8217;m going to be cynical and strategic, and urge Sir Tim to emphasise the importance of open data on a couple of areas that are close to the government&#8217;s hearts.</p>
<h2>1. Stimulating growth in the economy.</h2>
<p>You could compare a genuinely significant release of public data to an economic stimulus.</p>
<p>Like cutting VAT, only cheaper.</p>
<p>At minimal cost you could have a new raw material that startups and established media organisations alike could create new value out of. Some of those would create commercial implications far exceeding any revenue generated within government (as <a href="http://www.guardian.co.uk/technology/2008/mar/20/freeourdata.politics" onclick="urchinTracker('/outgoing/www.guardian.co.uk/technology/2008/mar/20/freeourdata.politics?referer=');">research recently suggested in relation to the comparably valuable Ordnance Survey data</a>).</p>
<p>Repeat after me: jobs and money, jobs and money.</p>
<h2>2. Efficiencies and passing on costs in the public sector</h2>
<p>Samuel Butler&#8217;s <em>Erewhon</em> puts it particularly well:</p>
<blockquote><p>You will sooner gain your end by &#8220;appealing to men&#8217;s pockets, in which they have generally something of their own, than to their heads, which contain for the most part little but borrowed or stolen property&#8221;</p></blockquote>
<p>Public sector spending is going to drop whichever party is in power. Let&#8217;s play to that.</p>
<p>By opening up public data the government will effectively be able to pass on some development costs to willing volunteers who mash up the data in their own ways. The difference is that people will do this to their own agendas and for their own benefit.</p>
<p>But more importantly, the results of this experimentation &#8211; if supported and encouraged &#8211; should produce work that makes it more efficient to interact with public data and therefore public bodies. If I can use a slider to find out which schools are within 3 miles, that saves 20 minutes of someone answering a phonecall in the local education department. If I can have a Facebook app which tells other users how much money alcohol abuse is costing my local hospital, it might save the NHS a bob or two. You get the picture. </p>
<h2>Oh yes, and it&#8217;s important for democracy, civic engagement and digital literacy</h2>
<p>The limited data that&#8217;s available in the UK is an embarrassment. Imagine what <a href="http://www.mysociety.org/" onclick="urchinTracker('/outgoing/www.mysociety.org/?referer=');">MySociety</a> could do with <a href="http://www.freeourdata.org.uk/blog/?p=286" onclick="urchinTracker('/outgoing/www.freeourdata.org.uk/blog/?p=286&amp;referer=');">what&#8217;s available in the US</a>.</p>
<p>Likewise, for all the talk of transparency, the r<a href="http://foia.blogspot.com/2009/06/campaign-expresses-concern-over-new-foi.html" onclick="urchinTracker('/outgoing/foia.blogspot.com/2009/06/campaign-expresses-concern-over-new-foi.html?referer=');">ecent announcement that Cabinet Papers and information relating to the Royal Family would be exempt from the Freedom of Information act </a>is a backward step. <a href="http://www.timesonline.co.uk/tol/comment/columnists/guest_contributors/article6473870.ece" onclick="urchinTracker('/outgoing/www.timesonline.co.uk/tol/comment/columnists/guest_contributors/article6473870.ece?referer=');">Heather Brooke&#8217;s concerns</a> proved right.</p>
<p>The cynic in me sees the appointment of Berners-Lee as an action intended to generate the illusion of movement &#8211; &#8220;We&#8217;re working on it&#8221;. But the Freedom of Information act is possibly the most positive contribution the Labour government has made to this country&#8217;s political health since it came to power, and not to follow through on promises made would be an enormous political mistake.</p>
<p>So I will add one request to my advice above: I would stress that any discussion of transparency acknowledges the importance of <strong>requiring any organisation using public funds to make their data public too</strong>. So much public work is outsourced to the private sector that it is particularly difficult to see whether public money is spent responsibly.</p>

<p>I&#8217;m not the only one to have noticed an unusual surge of people signing up to Twitter recently. But today, <a href="http://twitter.com/DowningStreet" onclick="urchinTracker('/outgoing/twitter.com/DowningStreet?referer=');">Downing Street started using it</a>. And when <a href="http://davepress.net/2008/03/27/downing-street-is-on-twitter/" onclick="urchinTracker('/outgoing/davepress.net/2008/03/27/downing-street-is-on-twitter/?referer=');">the UK government signs up to Twitter</a>, you know it&#8217;s hit the mainstream.</p>
<p>Oh, and where did I hear this? <a href="http://twitter.com/steverubel/statuses/778169456" onclick="urchinTracker('/outgoing/twitter.com/steverubel/statuses/778169456?referer=');">On Twitter</a>.</p>
<p>Anyway, <a href="http://puffbox.com/2008/03/27/no10-now-on-twitter/" onclick="urchinTracker('/outgoing/puffbox.com/2008/03/27/no10-now-on-twitter/?referer=');">turns out it&#8217;s just Twitter shovelware using Twitterfeed</a>, though that&#8217;s not bad in itself, and actually shows a higher level of tech savviness than simply twittering.</p>
<p>Meanwhile, those who want mobile updates on government matters now have it, which is pretty good. <a href="http://www.edelmandigital.com/blog/2008/03/uk_prime_minister_becomes_firs.html" onclick="urchinTracker('/outgoing/www.edelmandigital.com/blog/2008/03/uk_prime_minister_becomes_firs.html?referer=');">Marshall Manson suggests Brown may be the first head of state to use the tool</a>, while <a href="http://www.edelman.co.uk/insights/despatchblog/comments.asp?blog_id=261" onclick="urchinTracker('/outgoing/www.edelman.co.uk/insights/despatchblog/comments.asp?blog_id=261&amp;referer=');">Luke Pollard adds</a> &#8220;to be fair both Obama and Clinton are well progressed and twittering a plenty in their fight for the democratic nomination – <a href="http://twitter.com/BarackObama" onclick="urchinTracker('/outgoing/twitter.com/BarackObama?referer=');">here</a> and <a href="http://twitter.com/hillaryclinton" onclick="urchinTracker('/outgoing/twitter.com/hillaryclinton?referer=');">here</a> &#8211; and arguably have a better Twitter pedigree&#8221;.<span id="more-737"></span></p>
<p>Since I posted this<a href="http://www.bloggersblog.com/cgi-bin/bloggersblog.pl?bblog=327082" onclick="urchinTracker('/outgoing/www.bloggersblog.com/cgi-bin/bloggersblog.pl?bblog=327082&amp;referer=');"> Bloggers Blog</a><a href="http://www.bloggersblog.com/cgi-bin/bloggersblog.pl?bblog=327082" onclick="urchinTracker('/outgoing/www.bloggersblog.com/cgi-bin/bloggersblog.pl?bblog=327082&amp;referer=');"> have added some more information</a> about US politicians&#8217; use of the tool, although Tweetscan reveals they are wrong about the twitterer who broke the news: that honour goes to <strike><a href="http://twitter.com/davebriggs/statuses/778058285" onclick="urchinTracker('/outgoing/twitter.com/davebriggs/statuses/778058285?referer=');">Dave Briggs</a></strike> <a href="http://twitter.com/simond/statuses/778055894" onclick="urchinTracker('/outgoing/twitter.com/simond/statuses/778055894?referer=');">Simon Dickson</a> (and as an aside, what sort of Bloggers Blog doesn&#8217;t allow comments?).</p>
<p>Dickson has <a href="http://puffbox.com/2008/03/22/first-mp-on-twitter/" onclick="urchinTracker('/outgoing/puffbox.com/2008/03/22/first-mp-on-twitter/?referer=');">previously blogged about the first twittering MP and other political uses of the tool in Britain</a>.<br />
Any journalists who weren&#8217;t signed up to Twitter before have little excuse now: this may just be a repurposed RSS feed, but receiving updates on your mobile means a journalist is less likely to miss out on announcements.</p>
<p>And it&#8217;s a signal of things to come: expect more direct communication with the electorate using this and similar channels. How journalists change their role from information processors (gatekeepers) to after-the-fact analysts &#8211; or another role &#8211; is a key question of our time.</p>
<p>Meanwhile, <strike>it would be great if No.10 started &#8216;following&#8217; other twitterers to present the semblance of conversation (and some amusement for satirists), but I live in hope..</strike>. <a href="http://twitter.com/DowningStreet/friends" onclick="urchinTracker('/outgoing/twitter.com/DowningStreet/friends?referer=');">No.10 has started following other twitterers</a>, including the Telegraph&#8217;s Ian Douglas, political blogger Matt Wardman and &#8216;<a href="http://twitter.com/regimeofterror" onclick="urchinTracker('/outgoing/twitter.com/regimeofterror?referer=');">regimeofterror</a>&#8216;.</p>
<p>For the record, I was follower no.38 &#8211; it&#8217;s gone up to 64 in the time I&#8217;ve edited this post. Word&#8217;s spreading fast.</p>
