Manchester Police tweets and the MEN – local data journalism part 2

A week ago I blogged about how the Manchester Evening News were using data visualisation to provide a deeper analysis of the local police force’s experiment in tweeting incidents for 24 hours. In that post Head of Online Content Paul Gallagher said he thought the real benefit would “come afterwards when we can also plot the data over time”.

Now that data has been plotted, and you can see the results here.

In addition, you can filter the results by area, type (crime or ‘social work’) and category (specific sort of crime or social issue). To give the technical background: Carl Johnstone put the data into a mysql database, wrote some code in Perl for the filters and used a Flash applet for the graphs. Continue reading

Time to talk about legal

As a lone blogger how much legal protection do you have? No more than anyone else, when it comes to libel, contempt of court law and so on, except that people are more likely to pay attention to large media organisations.

But there are many instances where bloggers have lost a lot of time and money over legal disputes. Last week, for example, journalist and blogger Dave Osler finally saw an end to a legal battle that consumed three years of his life, after he was sued for libel by the political activist Johanna Kaschke. Despite being refused the right to appeal the strike-out of the Osler case, she is still planning to appeal another High Court decision that ended her libel claim against Alex Hilton and John Gray.

If all individual bloggers worried about getting into trouble too much, we’d write much less than we do. Even big scary cases aren’t a deterrent: Dave Osler is still blogging. I was personally surprised by the results of my survey of 71 small online publishers this summer. Not that only 27 per cent had been involved in legal disputes (that was about what I expected) but that over half were satisfied with the number of legal resources available.

Personally, the grey areas of law trouble me and I don’t think there could be enough support: I’d like to see more organised structures for legal help, a sort of Citizens Advice Bureau for bloggers, if you like. Informal advice is already spreading via social networks, as lawyers increasingly use Twitter and blogs to join the conversation.

As I reported on my site Meeja Law, one hyperlocal blogger who was accused of breach of copyright asked for legal advice via Twitter: “Two separate media lawyers confirmed (for free) that I’d done nothing wrong. I also contacted [hyperlocal organisation] Talk About Local for advice, and they told me the same.”

Talk About Local has published several media law guides online (eg. this one on defamation) and the organisation’s founder William Perrin offers some frank legal advice ahead of a legal session at last weekend’s London Local Neighbourhoods Online Unconference:

…just about the best legal advice, which very few follow is to set up a 
limited company and keep the website inside that. Then you don’t lose 
your house to a nutter under defamation law….

Another concern of mine is the lack of transparency of courts data, something I’ve discussed at length here. I think bloggers should be able to access more information about cases; at the very least, the Ministry of Justice needs to consider its outmoded contempt of court law that is ill-equipped to deal with the online age.

In the coming months, I’d like to build up the conversation in this area and think about how we might approach some of these issues. Investigate your local election campaign expenses

Last week Channel 4 and the Bureau of Investigative Journalism “raised questions” over the election campaign expenses of Conservative MP Zac Goldsmith, specifically the practice of claiming partial expenses on the grounds that ‘not all material was used’.

The response from Goldsmith and the Conservative Party seemed to argue that this was standard practice. “The examples raised could be seen in the returns of other candidates.” (see video above)

So I decided to obtain the expenses receipts for two of the most closely-fought campaigns in Birmingham, and put them online, with the invitation for others to take a look to see if that is indeed true.

And now the receipts for the election campaigns of Gisela Stuart (Lab) and Deirdre Allen (Con) for Edgbaston can be found at EdgbastonElectionExpenses.posterous.com

But that’s only part of the story. I want to help repeat this in other cities and towns. And it’s quite simple: start your own investigation into your own local election candidates. by following the instructions here.

Remember, finding nothing is still a finding, as it challenges Goldsmith’s story.

Help Me Investigate shortlisted for Multimedia Publisher of the Year

UPDATE: Help Me Investigate finished second and was “Highly commended”. The winner was Scottish news site The Caledonian Mercury (well deserved).

My crowdsourced investigative journalism site Help Me Investigate is up for Multimedia Publisher of the Year at the NUJ’s Regional Media Awards.

The London Weekly and Invincible investigated – I wouldn't touch them with a bargepole

The investigation into The London Weekly and Invincible gathers pace – now James Ball is setting out his stall: he doesn’t like what he sees, and neither do I. As a result, I want to ask you to do something at the end of this article*.

The group of people looking into this at Help Me Investigate, including James, have uncovered a wealth of information about The London Weekly and the people behind it. These can be summed up in the following:

  • Repeated connections with the Invincible Group, a project headed by Jordan Kensington that has a similar history of overhyped launches.
  • Unsupported claims of investment, staffing, distribution and company structure.
  • People who have been asked to work for nothing – for example, commission-only ad sales and internships with no support.
  • Reproduction of content from elsewhere, not just in the newspaper but on the websites of The London Weekly and Invincible Group themselves – the distribution figure of 250,000, for example, appears to be a simple copy and paste from the Metro-in-Scotland. We’re trying to find out if this copying includes advertising.

It’s still not clear whether the project is actually breaking the law, but if I was a student or freelance journalist considering being involved in this project, or anything related to the Invincible Group, I would steer well clear. That’s just my opinion. As James says:

“The people who’ve really been jerked about are prospective employees, and perhaps even those who got hired. In the wake of the widespread coverage of the new freesheet when it was first announced last year, laid-off sales staff from the London Lite, Metro, London Paper and other publications sent CVs.

“After signing NDAs (which as they refer to non-registered entities would likely be unenforceable), some were offered sales jobs: based entirely on commission.

“One such individual was offered the role of “advertising director” having never so much as spoken to anyone on the title. He was expected to work with no basic pay, but instead would receive 35% commission on advertising sold. Unsurprisingly, he decided to decline the offer.”

*Meanwhile, here’s what I’m suggesting. Please blog about this issue and link to this post with the phrases ‘London Weekly‘ and ‘Invincible Group‘. Given the strong PageRank of the Online Journalism Blog, a search on either should then bring this near the top of results – hence the headline – allowing potential employees to make an informed decision (and former employees to add their own experiences).

Help Me Investigate and The London Weekly

Since the middle of last week a group of people on crowdsourcing platform Help Me Investigate* have been asking questions about The London Weekly, a new freesheet that was due to launch in the capital.

The team behind the publication – ‘Global Publishing Group’ – had boasted £10.5m investment and a 50-strong team. But the public face of The London Weekly, the lack of advertising for those jobs, and lack of registration for the company, raised some eyebrows.

The paper did indeed launch on the Friday, although the distribution was limited (despite a promised circulation of 250,000) and the production values poor. More questions were being asked.

By then the Help Me Investigate group had already dug up quite a bit on the publication – in particular, a number of links between The London Weekly and the Invincible Group. My particular favourite was ‘Joe-T”s discovery that Jordan Kensington, the founder of the Invincible Group, claims to own a primary school named after Mother Theresa. The untraceable ‘Editor in Chief’ listed on The London Weekly website also happens to be ‘Agnes A. Theresa’.

Another discovered that the ‘Investor Relations’ page on the Invincible Group’s website has been copied from the Ryanair website (even down to ‘Latest Passenger figures’), while others discovered recently created Wikipedia entries edited by just one, new, user.

The investigation is still trying to track down all of the 50+ staff listed on The London Weekly website, most of whom appear to be freelancers who have had little or no involvement with the paper, or names with no apparent online presence.

In addition, we are now looking to contact advertisers who have appeared in the paper to see what they know about the publication.

Meanwhile, James Ball has written an open letter to The London Weekly laying out the questions raised by the investigation so far. It’s pretty lengthy, and gives a perfect summary of what has been dug up so far by various people.

How much local council coverage is there in your local newspaper? – help crowdsource the answer

Are local newspapers really wimping out on council coverage? Sarah Hartley would like you to help her investigate council coverage in local newspapers:

“After responses to the debate about council “newspapers” prompted so many comments … about local papers dumbing down and failing to cover civic issues at the expense of celebrity trivia, I suggested on this blog carrying out some sort of a survey to see whether that was truly the case.

“This alleged withdrawal of bread-and-butter reporting hasn’t been my experience of working on regional papers in northern England and Scotland, but, maybe times have changed or other regions have different stories to tell?”

Sarah’s investigation began on her blog with the Darlington & Stockton Times (of 7 eligible pages, the equivalent of 2 are concerned with local council stories) before I suggested she use Help Me Investigate to crowdsource the research.

Crowdsourcing platform Help Me Investigate is live – and generates its first story

Today the Birmingham Post publishes the first story to come out of the crowdsourcing platform I’ve been creating – Help Me Investigate. It’s about parking ticket hotspots in Birmingham*. UPDATE: The Birmingham Mail have also published a report, from which the map above comes.

The site has only been public for a couple of weeks, and we have refrained from any launch or publicity, preferring to let it grow organically in these early stages.

But the early results have been extremely encouraging.

Although the parking ticket story is the first to appear in traditional media, it is not the first investigation to be completed on the site. One investigation was completed during the testing stage; another shortly after. Both had resolutions that might not have made traditional media, but were important to the users and, for me, resulted in the sort of engagement you want from media (more on that below). The Guardian’s tool to crowdsource MPs’ expenses data: time to play

So here’s The Guardian’s crowdsourcing tool for MPs’ expenses. If you’ve not already, you should have a play: it’s a dream. There are over 77,000 documents to get through – and in less than 24 hours users have gone through over 50,000 of those. You wonder how long it took The Telegraph to get that far.

Meanwhile, that process is doing much more than just finding ‘stories’. It’s generating data: the date, the amount, the type of expense, the type of document. When this stage is finished, The Guardian will have a database that will allow people to filter, mix and combine the expenses data in different ways.

It’s also about telling a ‘story’ in a different way. There’s an element of game mechanics in the site – that progress bar (shown above) compels you to bring the site to completion (it strangely reminds me of the Twitter game Spymaster). This makes it more engaging than a made-for-print exclusive – as I wrote about Help Me Investigate, this isn’t ‘citizen journalism’: it’s micro-volunteering. And when you volunteer, you tend to engage.

And when you treat news as a platform rather than a destination, then people tend to spend more time on your site, so there’s an advertising win there.

Finally, we may see more stories, we may see interesting mashups, and this will give The Guardian an edge over the newspaper that bought the unredacted data – The Telegraph. When – or if – they release their data online, you can only hope the two sets of data will be easy to merge. 

What’s been happening with Help Me Investigate

It’s finally been announced that my project Help Me Investigate is being funded by 4iP and Screen West Midlands.

Help Me Investigate (HMI) is a platform for crowdsourcing investigative journalism. It allows anyone to submit a question they want to investigate – “How much does my hospital make from parking charges?” “What happened to the money that was allocated to my local area?” “Why was that supermarket allowed to be built opposite another supermarket?” …

But more importantly, it then enables users to mobilise support behind that question; and to pursue it.

HMI attempts to address the biggest issue facing journalism: how do we save the good stuff? The persistent slow-brewed journalism that was previously subsidised (if you were lucky) by more commercially friendly instant journalism, but which stands to lose most as commercial content becomes disaggregated and reaggregated, and audiences and their activity measurable.

How do you support Slow Journalism?

Help Me Investigate is an attempt to use the qualities of the web to pursue investigative journalism. There are various aspects to this (which I’ll be exploring, along with others, in the Help Me Investigate blog), but fundamentally it comes down to this:

  • The web allows you to ‘atomise’ processes – break them down into their constituent parts. The site breaks apart investigative – often campaigning – journalism allowing users to contribute in specific and different ways. This is not citizen journalism – it is micro-volunteering.
  • Investigative journalism is about more than just ‘telling a story’; it is about enlightening, empowering and making a positive difference. And the web offers enormous potential here – but users must be involved in the process and have ownership of the agenda.
  • The web is more tool than destination – successful business models rest on creating a platform
  • Likewise, the web is more of a communication medium than a storytelling one; therefore, we are focusing on communication and community rather than stories; process, rather than product.
  • We are also focused on making the process itself rewarding, not just the end result. Journalism is a by-product.
  • Online, failure is cheap; unlike a traditional news organisation, HMI doesn’t need the majority of investigations to ‘succeed’; in fact, failure is built into the design as a necessary ingredient of the site’s overall success. If you want to budget for it, put it under ‘training’ and ‘R&D’.
  • Do what you do best and link to the rest: the site is networked – we’re not trying to be or host all things but will be pointing elsewhere more often than not

I could go on, and I will in the blog. But I think those points are core. I don’t expect this project will have all the answers, but I think we are asking the right questions, at the right time.

Now, it’s worth pointing out that the idea of ‘investigative journalism’ covered here is a broad one – indeed, we have no idea of predicting what questions will be pursued: the agenda will be determined almost entirely by users (including journalists) and topics could range from the very personal, hyperlocal to more national questions. That alternative to a mainstream editorial agenda will be interesting in itself: how many questions will we get that newspapers would find unappealing?

So what’s happening now?

We’re building a very rough and ready frame within which users can play. How that develops depends in large part on what the users need to do – we’ll be doing much of the development as it is being used.

Already a handful of people have used the site in its closed test form, and in the following weeks quite a few more will start to go through it. Then the site will be opened in a semi-closed beta.

To begin with we’re focusing our personal efforts on Birmingham, although people elsewhere will be able to use the site.

The site is being built by Webby Award-winning developer Stef Lewandowski, while the community side of things is headed up by Nick Booth. Both have been crucial contributors to the development of HMI. Joining us behind the site are community support Paul Henderson and investigative journalist Heather Brooke, author of the wonderful guide to FOI Your Right To Know. They will be suggesting and supporting activities to users who submit or join investigations on the site.

It’s taken 18 months to get to this point, and the hard work starts now. If you want to be involved in any capacity let me know.
