How can the government save journalism?

I had an interesting meeting recently with an MP who wanted to get a handle on the state of the media right now and how good journalism could be supported. Rather than just hear my voice I thought it would be worth starting something wider that involves more voices, and point him to this.

To kick things off, here are some of the things I thought the government could do to create an environment that supports good journalism:

  • Release of public data (I’ve made this case before – it’s about helping create efficiencies for anyone reporting on public bodies). He seemed to feel that this argument has already been won.
  • Tax relief on donations to support investigative journalism: a number of philanthropists, foundations, public bodies and charities are starting to fund investigative journalism to fill the ‘market failure’ of commercial news production. In addition, an increasing amount of investigative journalism is being done by campaigning organisations rather than news organisations, and there is also the opportunity for new types of businesses – social enterprises and community interest companies – to fund journalism.
  • Encouraging innovation and enterprise: as regional publishers reduce their reporting staff and shut down their less profitable publications, gaps are appearing in local news coverage. Local people are launching news sites and blogs to fill those gaps – but not quickly enough, or with the resources, to match what was left behind. Funds to support these startups are much-needed and might also encourage journalists who have been made redundant to put their experience into an independent operation. There is no evidence to suggest that subsidising existing publishers will subsidise journalism; indeed, I would suggest it will stifle local innovation and economic growth.
  • Reskilling of redundant journalists: related to the last point, I would like to see funds made available to help put redundant journalists (more Chris Browns and Rick Waghorns) in a position to launch news startups. They have a wealth of experience, ability, knowledge and contacts that shouldn’t be left to waste – give them online and enterprise skills.
  • An effective local news consortia: The Digital Britain-mooted local news consortia is a vague idea in need of some meat, but clearly it could go some way to meeting the above 2 by supporting local independent media and providing training. Allowing the usual suspects to dominate any new operation will see business as usual, and innovative independent operators – including those who work on a non-commercial basis – will quickly become disillusioned. The idea of putting some or all of the commissioning process in the hands of the public, for instance, could be very interesting.
  • Address libel laws: one of the biggest obstacles to investigative reporting is the potential legal costs. Most newspapers now make a hard commercial decision on stories: if the story is worth enough money to make it worth fighting, it gets published; otherwise, it doesn’t. Public interest or importance is not the major factor other than in how it affects likely sales. Likewise, startup operations are likely to shy away from edgier reporting if they feel they can’t afford to fight for it in the courts. Stopping councils from suing for libel was an important step; keeping libel laws out of science should be the next one – and it shouldn’t stop there.

So those are the ideas that occurred to me. What would you suggest this MP, and government, do to help journalism?

Add context to news online with a wiki feature

In journalism school you’re told to find the way that best relates a story to your readers. Make it easy to read and understand. But don’t just give the plain facts, also find the context of the story to help the reader fully understand what has happened and what that means.

What better way to do that than having a Wikipedia-like feature on your newspaper’s web site? Since the web is the greatest causer of serendipity, says Telegraph Communities Editor Shane Richmond, reading a story online will often send a reader elsewhere in search of more context wherever they can find it.

Why can’t that search start and end on your web site?

What happens today

Instead of writing this out, I’ll try to explain this with a situation:

While scanning the news on your newspaper’s web site, one story catches your eye. You click through and begin to read. It’s about a new shop opening downtown.

As you read, you begin to remember things about what once stood where the new shop now is. You’re half-way through the story and decide you need to know what was there, so you turn to your search engine of choice and begin hunting for clues.

By now you’ve closed out the window of the story you were reading and are instead looking for context. You don’t return to the web site because once you find the information you were looking for, you have landed on a different news story on a different news web site.

Here’s what the newspaper has lost as a result of the above scenario: Lower site stickiness, fewer page views, fewer uniques (reader could have forwarded the story onto a friend), and a loss of reader interaction through potential story comments. Monetarily, this all translates into lower ad rates that you can charge. That’s where it hurts the most.

How it could be

Now here’s how it could be if a newspaper web site had a wiki-like feature:

The story about the new shop opening downtown intrigues you because, if memory serves, something else used to be there years ago. On the story there’s a link to another page (additional page views!) that shows all of the information about that site that is available in public records.

You find the approximate year you’re looking for, click on it, and you see that before the new shop appeared downtown, many years ago it was a restaurant you visited as a child.

It was owned by a friend of your father’s and it opened when you were six years old. Since you’re still on the newspaper web site (better site stickiness!), you decide to leave a comment on the story about what was once there and why it was relevant to you (reader interaction!). Then you remember that a friend often went there with you, so you email it to them (more uniques!) to see if they too will remember.

Why it matters to readers

For consumers, news is the pursuit of truth and context. Both the news organization and the journalists it employs are obligated to give that to them. The hardest part of this is disseminating public records and putting it online.

The option of crowd-sourcing it, much like Wikipedia does with its records, could work out well. However just the act of putting public records online in a way that makes theme contextually relevant would be a big step forward. It’s time consuming, however the rewards are great.

Do blogs make reporting restrictions pointless?

The leaked DNA test on 13-year-old alleged dad Alfie Patten has revealed a big problem with court-ordered reporting restrictions in the internet age. (NB This is a cut down version of a much longer original post on blogging and reporting restrictions that was featured on the Guardian).

Court orders forbidding publication of certain facts apply only to people or companies who have been sent them. But this means there is nothing to stop bloggers publishing material that mainstream news organisations would risk fines and prison for publishing.

Even if a blogger knows that there is an order, and so could be considered bound by it, an absurd catch 22 means they can’t found out the details of the order – and so they risk contempt of court and prison.

Despite the obvious problem the Ministry of Justice have told me they have no plans to address the issue. Continue reading

The next step to the ‘semantic web’

There are billions of pages of unsorted and unclassified information online, which make up millions of terabytes of data with almost no organisation.  It is not necessarily true that some of this information is valuable whilst some is worthless, that’s just a judgement for who desires it.  At the moment, the most common way to access any information is through the hegemonic search engines which act as an entry point.

Yet, despite Google’s dominace of the market and culture, the methodology of search still isn’t satisfactory.  Leading technologists see the next stage of development coming, where computers will become capable of effectively analysing and understanding data rather than just presenting it to us.  Search engine optimisation will eventually be replaced by the ‘semantic web’.

What will happen to news publishers? A guess based on what’s happening right now

The financial crisis speeds up the newspapershift. Media diverges. Newspapers become television, television becomes a press agency. And everything becomes the web. Probably not a single news websites makes enough revenue to employ the same amount of journalists traditional media like newspapers and television employ. The result is a shift. Not in demand, in distribution. What will happen, and how will this shift change organizations?

Here are some ideas and thoughts that I think make sense. Please help me sharpen this concept, or point me at my fallacies. It would be interesting to have a discussion about this. Continue reading

Journalists are economical

I once had a job interview with a national broadcaster where I was asked about the then-current Lewinsky-Clinton scandal. When I replied that I felt it was time to move on, the interviewer frowned. I didn’t get the job.

This interview came to mind this week when I read Journalists and the information-attention markets: Towards an economic theory of journalism by Susanne Fengler & Stephan Russ-Mohl.

According to them, my opinion on the Lewinsky story meant I was something of a journalistic spendthrift.

Because Fengler & Russ-Mohl’s paper argues that, just as we treat publishers and newsroom managers as economically motivated, we should do the same for journalists. Continue reading
